HOV 3+ begins

The Colorado Department of Transportation has increased the number of passengers required to use High Occupancy Vehicle (HOV) Express Lanes. Known as HOV 3+, the change began Jan. 1 and requires a driver and at least two passengers to qualify for free carpooling in the U.S. 36 and I-25 Express Lanes.
